In 1998 the FAA announced a change in the regulations requiring the conversion of all class D cargo compartments in transport category aircraft to class C standards before March 19, 2001. Indications from the European aviation authorities (JAA) are that they will announce a similar change to the regulations by the end of 2000, also with a 3 year implementation period.
