Introduction
On April 26, 1999 Fokker Services bv, unit Technical Services, received the 'Design Organization Approval JA' (DOA-JA) from the RLD, the Dutch Airworthiness Authorities. As a result of this Technical Services has become one of the first 'DOA' organizations in Europe. Technical Services has invested in 'DOA-JA'. For operators 'DOA-JA' will result in an improvement of the general quality of work delivered and a higher efficiency.
Design Organization Approval
'DOA' is an approval for design organizations in Aviation. It is issued by the Joint Airworthiness Authorities (JAA). The JAA is an umbrella organisation for airworthiness authorities in Europe. 'DOA' approval will only be issued to organizations which meet the requirements as stated in the Joint Airworthiness Requirements no. 21 (JAR 21). JAR 21 specifies quality demands for organizations which are involved in design, production and product support in the aviation industry. JAR 21 is a relatively new set of requirements. It was published in June 1994 and within a few years it will be the European Aviation quality standard.
Only Type Certificate holders can apply for the DOA-JA approval. DOA-JA is the highest possible quality standard in the aviation industry. It is also the only DOA approval type, which gives privileges. Therefore the most stringent requirements are imposed on organizations applying for this approval. Fokker Services bv as Type Certificate holder had to apply for the DOA-JA approval and is very proud to announce that it has received the DOA-JA approval. During a meeting held on the 26th of April 1999 the 'DOA' certificate was presented to Technical Services by the RLD on behalf of the JAA. On the 18th of June 1999 the 'DOA' certificate will be ceremonially presented to Technical Services for a greater audience.
Benefits for the operators
The operators that make use of the expertise and knowledge of Technical Services, will benefit from the privileges received. The privileges enable Technical Services to do certain certification and approval activities in-house and as a result Technical Services is less dependent on the availability of RLD capacity. This will save valuable time. The following privileges have been received:
Permission to qualify modifications as minor or major, examples are:
¨ Aircraft Flight Manual (AFM) and Master Minimum Equipment List (MMEL) changes,
¨ Structural Repairs
¨ Modifications
¨ Service Bulletins
Permission to approve certain modifications, repairs, documentation and information, examples are:
¨ minor modifications
¨ minor and major structural repairs
¨ minor Aircraft Flight Manual (AFM) and Master Minimum Equipment List (MMEL) changes
¨ information and instructions concerning approved modifications
Approval of major modifications remains reserved to the RLD.
No technical objection
The issue of 'no technical objections' (nto) under DOA-JA is still point of discussion. Nto's are being issued from time to time, but like before DOA-JA, the information given does not mean approval of the Dutch Airworthiness Authority (RLD).
Organization
To meet JAR 21, the organizational structure of Fokker Services' division Technical Services has been changed. Capabilities have been further extended and staff capacity has been checked against the required level. Procedures have been improved and implemented and the availability of resources has been restructured. The result of these changes is an improved and more constant quality of products and parts, a higher efficiency and therefore lower costs and an improved delivery time. Very important is also that the transparency of the organization has been improved as a result of these changes.
Type Certificates
In addition to obtaining 'DOA-JA', Fokker Services bv is in the process of obtaining the JAA equivalent of the RLD Type Certificates for the Fokker 50, Fokker 100 and in the near future for the Fokker 70. The benefit of this is that Type Validation activities in JAA member states can be significantly reduced and as such this is a further improvement in the work involved during the introduction of modifications.

Subject : New DOA certificate for Fokker Services

Introduction
In 1999 Fokker Services has for the first time obtained a Design Organisation Approval based on the requirements of the Joint Aviation Regulations JAR 21 subpart JA. The Dutch aviation authority 'Rijksluchtvaartdienst (RLD)' on behalf of the European Joint Aviation Authorities (JAA) granted the approval and the number was RLD.JA.001.
On 22 April 2003 the DOA approval was extended by the Civil Aviation Authority Netherlands (CAA-NL) for a period of three years, giving Fokker Services all privileges as Type Certificate holder of the Fokker aircraft types and DOA holder as allowed by JAR-21:
* Classify changes to Type Design [and repairs] as "major" or "minor" under a
procedure agreed with the Authority.
* Approve minor changes to Type Design under procedures agreed with the Authority.
* Approve the design of minor and major repairs to products for which he holds the
Type Certificate under procedures agreed with the Authority.
* Issue information or instructions containing the following statement under procedures
agreed with the Authority:
"The technical content of this document is approved under the authority of CAA-NL,
DOA nr. NL-JA-2174".
On top of JAR-21 an additional privilege was granted, based on Dutch law (nr NL-2174):
* Design and approve of documentary changes to the Aircraft Flight Manual and in the
Master Minimum Equipment List under the conditions and restrictions mentioned in the
appendix and issuing a statement that the technical content is approved.
The approvals are published on the website of the JAA (www.jaa.nl) and on the Fokker Services website (www.fokkerservices.com).
Note that the approval numbers have been changed. This implies that, from 9 May 2003 on, you will receive Technical and/or Operational Advices, Service Bulletins, AFM changes, MMEL changes and repair approvals with the new number. Existing documents with the old number will remain valid.
